From the above video, Fr. Hesse reminds us that we cannot judge a person's intentions. We can only speak to what is publicly known. We can and have had to apply this to the many things, to Vatican II, to the new conciliar SSPX (e.g. by examining the Doctrinal Declaration), etc.
Pope St. Pius X reaffirmed this tenet in Pascendi:
Paragraph 3 "... leaving out of account the internal disposition of the soul, of which God alone is the Judge, he considers their tenets, their manner of speech, and their action [what is publicly manifest]."
