Does the new-SSPX Already Exist in Ordinary Jurisdiction?
One cannot be and not be at the same time. So by fact, yes, the new-SSPX does have Ordinary Jurisdiction!
Facts:
The neo-sspx is firmly embedded in the conciliar system; they cannot back out of it; or they will be excommunicated per Bishop Fellay.
So for the neo-SSPX to say they "do not seek primarily a canonical recognition" is disingenuous and deceitful to their acts.
None of this is a surprise, of course, Bp. de Galaretta had stated Pope Francis will then just unilaterally recognize the SSPX.
The neo-sspx acceptance to live within the conciliar environment effectively lives within an Internment Camp. As Bishop Fellay stated more than once Little by Little Rome Is Giving Us All We Need for Reconciliation.
The only thing left for them is a piece of paper to say what type of Ordinary Jurisdiction they have.
So the confusion is NOT what is taking place, being, the new-SSPX transformed into the Ecclersia Dei neo-tradition view, it is how Bishop Fellay portrays it to his followers with duplicity to sell his agenda. Remembering what he said to camouflage his acts:

- The new Society of St. Pius X had received from the Pope 4-Official Decrees stating the new-SSPX has Ordinary jurisdiction LEGALLY and VALIDLY to function and
administer all of the conciliar church's sacraments and preach its faith. - The Pope's four Official Decrees for acts of Ordinary Jurisdiction were regularized for the neo-SSPX, are: Confessions, which include the sacrament of Extreme Unction; Holy Orders (also in stated in 2009), celebration of Mass therefore Eucharist in the 2007 Decree for the conciliar "Extraordinary Mass", and Baptism because they are Catholic, and Confirmations, through the Diocesan Right in Argentina (here, here, and here) with complete Faculty and function, and now the sacrament of Marriage.
- Bishop Fellay had accepted and STATED they have Ordinary Jurisdiction here and here.
